Florentino, Entrecanales and construction giants set sights on the Pozo Negro highway
ACS, Acciona, OHLA and Sacyr compete for a 16.7‑km stretch that includes a 1.2‑km tunnel
ACS, Acciona, OHLA and Sacyr have set their sights on one of the most ambitious road projects ever tendered in the Canary Islands: the highway that will link Puerto del Rosario with Morro Jable, specifically the section between the airport and the Pozo Negro junction on Fuerteventura. The project carries a budget of €215.9 million.
- Acciona Construcción has submitted a solo bid.
- The other contenders have formed joint ventures:
- Dragados (an ACS subsidiary) teams up with Tecnología de la Construcción y Obras Públicas (TCOP) and Obras Públicas Canarias.
- OHLA partners with Construcciones Rodríguez Ramírez (Cororasa) and Satocan.
- Sacyr Construcción leads a consortium that includes Cavosa Obras y Proyectos, AMC Construcciones, Contratas 2014 and Lopesan Asfaltos y Construcciones.
- Temporary unions formed by Comsa and Nortúnel, and another comprising Vías y Construcciones (another ACS subsidiary), Asfaltos Pablo de León and Obras Subterráneas, also entered the competition.
“The work consists of constructing a 16.7‑km highway designed for a speed of 120 km/h. The route will run through the municipalities of Puerto del Rosario and Antigua, north‑south across the interior of the island, bypassing the towns of El Matorral and El Castillo,” explains Economía Digital.
The execution period is set at 54 months, i.e., four and a half years.
The project features technically complex elements, notably:
- A 1.2‑km tunnel.
- A 190‑m structure over the Barranco de la Torre.
- Several underpasses.
Four interchanges will be designed:
- An airport link at kilometre point 0+000.
- A connection at El Castillo (km 6+323).
- A junction at Las Salinas (km 11+328).
- A grade‑level roundabout at Pozo Negro, marking the end of the alignment.
The contract will be awarded through an open procedure that assigns 50 % of the total score to technical and economic criteria. The economic offer, worth up to 50 points, will be evaluated with a formula that favors moderate bids over excessively aggressive ones.
The remaining 50 points are distributed among four technical criteria, assessed subjectively:
- Construction methodology, local knowledge and planning – 25 points
- Safety and health – 10 points
- Environmental management – 10 points
- Affected services – 5 points
ACS, Acciona, OHLA and Sacyr are betting on the islands
This highway is a key backbone for Fuerteventura, poised to significantly improve north‑south connectivity across the island. The tendered section starts near the airport, where it will connect with the existing FV‑2 highway that links Puerto del Rosario to the airport, and ends at the well‑known Pozo Negro junction, where FV‑2 meets FV‑50.
The eventual contractor will face a considerable technical challenge that will strengthen the road network of one of the archipelago’s most tourism‑driven islands.
