Fuerteventura hosts the 3rd CITER Forum, a hub for innovation and citizen participation

Fuerteventura will be the setting this week for the third edition of the Forum on Citizenship, Innovation and Territory (CITER), an initiative promoted by the Presidency Department of the Government of the Canary Islands through the Directorate General of Transparency and Citizen Participation, with the collaboration of the Island Council of Fuerteventura.

The meeting, scheduled for Thursday, 13 November, at the Palace of Training and Congresses, aims to strengthen the links between citizens and public administrations by exploring new governance models based on active participation and cross‑sector collaboration.

“How to transition from community participation to institutional”

Under this motto, the CITER Forum consolidates itself as a reference space in the Canary Islands for analysing how citizen involvement contributes to territorial development and the creation of more effective and sustainable public policies.

The programme for this third edition includes:

  • Dialogue tables and thematic sessions that bring together institutional representatives, social collectives and citizen organisations from all the islands.
  • Presentations of innovative experiences and a practical collaborative‑design workshop.
  • A final workshop titled “Prototyping Alliances” led by Edna Mosquera, political scientist, lawyer and human‑rights and participation consultant, aimed at building bridges between community and institutional participation.

Key speakers also feature Carolina Medina, coordinator of the “Fuerteventura Protagonista” project, who will share insights on local empowerment initiatives.

The forum will showcase projects originating from Fuerteventura, La Palma and Gran Canaria, as well as experiences from Barcelona, fostering an exchange of lessons between insular and urban territories. Participating entities include:

  • The Fuerteventura Biosphere Reserve
  • The Island Council of Childhood and Adolescence
  • The School of Collectives of Santa Lucía de Tirajana
  • Various local initiatives linked to cultural heritage and citizen participation in Betancuria

CITER reaffirms its role as a laboratory of social innovation, promoting networking and the creation of joint strategies to advance toward a more participatory, transparent and citizen‑centred democratic culture.

With this edition, the Government of the Canary Islands reinforces its commitment to a model of territorial development grounded in collective involvement, inter‑institutional cooperation and the building of more cohesive, sustainable communities.
