Fuerteventura's Central‑South Municipal Consortium Modernizes Its Legal Framework

The reform of its statutes consolidates a more agile, transparent, and up‑to‑date intermunicipal cooperation model.

The Central South Municipal Association of Fuerteventura has taken a decisive step in its institutional modernization process with the approval of a modification to its Statutes, agreed during the Universal Assembly held on 23 October in the plenary hall of the Tuineje Town Hall.

Councillors from the four municipalities that make up the entity (Antigua, Betancuria, Pájara, and Tuineje) participated in the session and unanimously supported the proposal to update the regulatory text governing the Association’s operation.

The Universal Assembly, the body that gathers all elected representatives of the member municipalities, was convened to review and adapt the Statutes to current administrative realities and to the latest provisions of state and regional legislation on local government.

The approved amendment will provide the Association with a more efficient and coherent organisational structure, strengthening shared‑management tools, technical coordination, and intermunicipal cooperation. The new text updates the definition of powers and responsibilities of the governing bodies, clarifies internal procedures, and reinforces the principles of transparency, effectiveness, and institutional responsibility, aiming to ensure a faster, citizen‑focused administration.

“This reform gives the entity a more modern and functional legal framework, allowing us to deliver common services more efficiently and to plan joint actions for the benefit of the entire territory,” said Enrique Cerdeña Méndez, President of the Association.

He also highlighted that the Statutes’ update “strengthens cooperation among the municipalities and consolidates the role of the Association as a useful tool for the socioeconomic development of the island’s central and southern areas.”

The current Statutes (last amended in 2021) define the Association as an associative local entity with its own legal personality and assets, created to promote intermunicipal collaboration, joint management of public services, and the promotion of strategic sustainable‑development projects.

Among its main objectives are the development of infrastructure plans and programmes, the coordination of social, cultural, and environmental initiatives, and the promotion of citizen well‑being across the member municipalities.

With the adoption of this statutory amendment, the Central South Municipal Association of Fuerteventura reaffirms its commitment to administrative modernization and institutional cooperation, moving toward a shared‑governance model that strengthens territorial cohesion and the quality of public services delivered to the residents of Antigua, Betancuria, Pájara, and Tuineje.
