Fuerteventura's PP criticizes the Cabildo's lack of initiatives to boost social housing on the island

The People’s Party of Fuerteventura (PP) has denounced the island’s Cabildo for failing to launch initiatives that would boost the construction of social housing, contrasting the situation with policies that, according to the party, are already being implemented in other island councils such as Tenerife and Gran Canaria.

According to the PP’s spokesperson in the Cabildo, Claudio Gutiérrez, while other island administrations have rolled out specific housing programmes, the Cabildo of Fuerteventura merely collaborates on actions promoted by other authorities instead of leading its own policies to address the housing problem.

The party points out that the Cabildo currently owns several parcels classified for urban development, which could be used to start projects that meet the island’s growing demand for housing.

The PP stresses that access to housing has become one of the main concerns of citizens, noting that rental prices on Fuerteventura have risen about 50 % since 2019.

Comparison with Other Cabildos

  • The PP highlights that the Cabildo of Tenerife has been running a structured housing plan since 2024, covering actions such as purchasing land for public housing, providing aid to municipalities to acquire units for social rental, and implementing housing‑rehabilitation programmes.
  • In Gran Canaria, housing policy is coordinated through an Island Housing Consortium, which centralises subsidies, grants, and public‑housing promotion projects.
  • For Claudio Gutiérrez, the gap with Fuerteventura is stark: the island has not activated any of its own measures, even though Decree‑Law 1/2024 allows cabildos to assume housing competencies.
  • The spokesperson also questions the lack of institutional coordination, noting that it is still unclear which municipalities have made land available to the Cabildo or to the Canary Islands Housing Institute (ICAVI) for public‑housing projects.

Proposal of the “Plan Vive Fuerteventura”

In response, the People’s Party has presented the “Plan Vive Fuerteventura”, a proposal that seeks to declare a housing emergency on the island in order to streamline administrative procedures and facilitate the construction of public housing.

The plan also proposes using Cabildo‑owned land to promote new social‑housing developments and outlines several financing options, including the Cabildo’s own resources and potential public‑private partnership models.

According to the PP, the document has been shared with professional colleges and sector associations to incorporate technical input and improve the proposal.

“Building social housing in Fuerteventura is not a matter of lacking tools, but of political will. Constructing public housing on the island is possible and, above all, urgent,” said Claudio Gutiérrez.
