Government and unions negotiate 11.4% pay raise for civil servants over three years
The government has raised its proposal for a salary rise for public employees to 11.4% and has reached an agreement with the UGT and CSIF unions.
- Agreement reached: On Wednesday, the government and the UGT and CSIF unions finalized a deal to increase the wages of 3.5 million public workers by 11.4% between 2025 and 2028.
- CC OO’s stance: The Confederación de Comisiones Obreras (CC OO) has so far refused to sign the agreement and has not yet announced its final position, pending internal deliberations among its three federations.
The salary pact is accompanied by additional commitments from the executive, including:
- Gradual elimination of the “replacement rate” that currently limits public‑sector job offers to vacancies created by retirements.
- Improvements in recruitment processes, working hours, career progression, retirement conditions, and labor permits, as confirmed by sources involved in the negotiations.
Detailed schedule of the wage increases
| Year | Increase | Notes |
|---|---|---|
| 2025 | 2.5 % (retroactive from 1 January) | The back‑pay will appear on the December payroll. |
| 2026 | 1.5 % | Combined with the 2025 rise, the fixed increase reaches 4 % at the start of 2027. |
| 2026 (variable) | 0.5 % (conditional) | Paid if the 2026 CPI is ≥ 1.5 % of the fixed component. The half‑point would be paid in Q1 2027, retroactive to 1 January 2026, and deducted from the 2027 increase. |
| 2027 | 4.5 % (after possible deduction) | The base increase for 2027, adjusted for the conditional 0.5 % if applicable. |
| 2028 | 2 % | The remaining portion of the total 11.4 % increase. |
“The agreement not only raises salaries but also tackles structural issues such as the replacement rate and career development, delivering a comprehensive upgrade for public‑sector workers,” – sources close to the negotiations.
