Immediate Halt to Blue and Green Zones After Concessionaire's Breaches
The municipal council shuts down the payment systems and prepares a new tender to guarantee a transparent, safe service aligned with the public interest.
The Puerto del Rosario City Council has ordered the immediate cessation of the parking regulation activity in the blue and green zones, after confirming that the concessionaire EYSA failed to comply with the technical specifications stipulated in the contract.
The concession, granted in December 2016, underwent a thorough technical and legal analysis that resulted in the termination of the contract, which was notified to the company on 3 November. Despite this, and contrary to the Council’s request, the company did not halt the activity.
In response, the Local Government Board approved the forced suspension of the service, directing the order to both the company and the Local Police to ensure compliance. On Wednesday morning, all computer systems linked to payment were also switched off, including parking meters and the mobile application, to prevent citizens from continuing to make payments for a service that no longer has administrative validity.
“The responsibility of a City Council is to ensure strict compliance with public contracts. When a company breaches its obligations, we act firmly and with total transparency. We will not allow a service to continue under irregular conditions nor let citizens keep paying for something that lacks guarantees.”
— David de Vera, Mayor of Puerto del Rosario
“The priority these days has been to protect users. In addition to ordering the suspension, we deactivated the parking meters and the app to prevent anyone from paying for an invalid ticket. Now we must work on a new specification that guarantees a modern, reliable service that truly meets the mobility needs of our municipality.”
— Jenifer Pérez, Councilor for Traffic
With the contract termination, the company is obliged to cease all activity until the City Council calls a new award procedure.
