La Oliva passes scooter ordinance with age and speed limits

The City Council of La Oliva approved a new municipal ordinance on Wednesday to regulate the use of personal mobility vehicles (PMVs), such as electric scooters.

Key provisions

  • Minimum age: 16 years.
  • Maximum speed: 25 km/h on bike lanes; 15 km/h in pedestrian zones.
  • Prohibited actions: riding on sidewalks, using a mobile phone or headphones while driving, and operating under the influence of alcohol or drugs.
  • Safety equipment: helmets and reflective vests are now mandatory.
  • Parking: scooters may only be left in designated parking areas.
  • Passenger rule: two people may not ride the same PMV.

Specific rules for scooter‑rental companies

  • Must obtain a license and authorization before operating.
  • Required to carry mandatory insurance covering both the fleet and users.
  • Rental to minors under 16 years is forbidden.
  • Must limit speed and restrict zones through GPS technology.
  • The rental company is responsible for removing scooters that are improperly parked.

“This ordinance represents a step forward in citizen safety,” said Mayor Isaí Blanco, noting that the measure builds on reports from the Local Police and coordination with the Traffic Department.

Traffic councilor Christian Rodríguez added that the new rules will respond to neighborhood demand and improve safety on the streets, as highlighted in the municipal communiqué.

The ordinance aims to reinforce road safety in La Oliva by imposing clear age, speed, and equipment standards, while also ensuring that rental operators adhere to strict operational requirements.
