Puerto del Rosario and Visocan Propose Land Transfer for New Housing

Exploring the possibility of creating housing cooperatives, completing unfinished projects and new construction

The Puerto del Rosario City Council held a working meeting on Wednesday, 11 March, with the public company VISOCAN to coordinate actions on public‑housing development in the municipality and to advance a joint planning effort between the two administrations.

Present at the meeting were Mayor David de Vera, Housing Councilor Toñi Fernández Aragón, VISOCAN’s Head of Land and Institutional Relations Pablo Matos Mascareño, and VISOCAN General Manager Javier Terán Contreras. They discussed several lines of work aimed at strengthening the availability of housing in the town.

Key topics included:

  • The “Rehabilita Canarias” programme, which targets the completion of unfinished works that VISOCAN could finish in order to deliver new public housing to residents.
  • Planned investment for developing housing on land already owned by VISOCAN within the municipality, enabling new public housing projects to move forward.
  • The promotion of co‑operative housing strategies, encouraging the creation of housing cooperatives as a complementary way to increase affordable homes.
  • Identification of municipal parcels with viable urban‑planning potential, with a view to their possible cession and use for new housing construction. This initiative builds on the land offer the City Council previously communicated to the Canary Islands Government’s Minister of Public Works, Housing and Mobility, Pablo Rodríguez.

“This meeting allows us to set a clear plan and a joint roadmap with VISOCAN to boost public‑housing construction in Puerto del Rosario. The City Council is committing all possible resources, including municipal land, to ensure these projects materialise and meet a priority need for our community,” said Mayor David de Vera.

Councilor Toñi Fernández Aragón added that technical collaboration between administrations is essential to accelerate projects:

“We are working in coordination with VISOCAN to identify real opportunities that will expand the public‑housing stock. We are reviewing both the completion of existing works and new developments, as well as cooperative housing models, to offer more housing alternatives to citizens.”

The main objective of the meeting was to define a planning framework and roadmap that will enable VISOCAN to progress with the construction and promotion of public housing in Puerto del Rosario, thereby strengthening cooperation between the City Council and the Government of the Canary Islands to address the municipality’s housing needs.
