Puerto del Rosario Approves Waste Levy
The capital council is offering discounts of up to 50 % of the tax amount and a temporary 30 % reduction.
The plenary session of the Puerto del Rosario City Council approved this afternoon the Fiscal Ordinance Regulating the Tax for the Provision of Urban Solid Waste Collection Services, after the public consultation period ended and the submitted objections were examined.
The approval enables the municipality to comply with the European Directive and Spain’s Law 7/2022 on waste and contaminated soils for a circular economy, thereby avoiding possible financial penalties and ensuring that the local waste‑management system aligns with current regulations.
Mayor David de Vera emphasized:
“This definitive approval is a necessary and responsible step to meet a legal obligation imposed on all municipalities, but we do it from a social‑responsibility perspective, protecting families and the economic fabric of the municipality.”
He added:
“The City Council has worked so that the application of this tax is as fair as possible, incorporating important discounts and a transitional period that allows citizens to adapt to its entry into force.”
Discounts of Up to 50 % and Fiscal Relief Measures
The ordinance provides discounts of up to 50 % of the tax amount, taking into account the diverse social, family and economic realities of the municipality. Reductions apply to:
- Low‑income households
- Large families
- Good recycling practices
- Participation in waste‑separation programmes
- Specific measures for certain economic activities
Municipal Services Councilor David de León explained:
“The design of the tax and its discounts aims to incentivise responsible behaviour in waste management and move towards a more sustainable model, without losing sight of the social reality of Puerto del Rosario.”
In addition, the ordinance includes a complementary 30 % reduction for the years 2026 and 2027 (while possible improvements or adaptations are evaluated), serving as a fiscal breathing space at the tax’s onset.
“The City Council is aware of the effort any new tax entails, so we have established a transitional period that cushions its initial impact and allows us to keep working on its improvement,” De León added.
A Model Tailored to the Municipality’s Reality
Economy and Finance Councilor Juan Manuel Verdugo noted:
“This ordinance not only complies with the law, but it has been built after a public exposure process and analysis of objections, incorporating proposals that improved the final text.”
He highlighted that:
“The discounts and the 30 % transitional reduction reflect a balance between the financial sustainability of the service, the legal obligation and the protection of family economies and small businesses.”
With this definitive approval, the Puerto del Rosario City Council advances the alignment of its public services with European and national regulations, reaffirming its commitment to sustainability, social justice and fiscal responsibility.
