Council Responds to Prosecut
“The social concert procedure has been rigorous.”
Background
After ODESOCAN filed a complaint with the Prosecutor’s Office and AFFA launched administrative litigation against the Social Action Department of the Cabildo of Fuerteventura for alleged administrative prevarication, the Cabildo issued a statement clarifying the process that led to the service’s launch.
Procedure
- The island corporation initiated a social concert to create 120 positions for a total value of €1,722,000.
- Two entities originally participated in the tender.
- One entity was excluded due to an unrectifiable defect in its administrative documentation.
- The remaining entity is registered in the Registry of Collaborating Entities of the Administration for the Provision of Social Services of the Canary Islands, which authorizes it to deliver the service under current regulations.
The complainant groups—ODESOCAN, AFFA, and ACUFADE—dispute this, arguing that only an accredited entity, not merely a collaborator, may provide the service.
Cabildo’s Response
- The Cabildo emphasizes that the service will receive specific monitoring by the technical team of the Social Action Department, consistent with all public‑administration contracts.
- It regrets the spread of incomplete information about a service that is essential for the well‑being and home care of the most vulnerable residents.
- The Council urges the public not to be confused by partial reports concerning one of the island’s priority pillars.
