Transparency Commissioner Sets an “Independent” Roadmap Through 2029

Transparency and Public Information Access Commissioner Noelia García appeared before the parliamentary Committee on Governance, Autonomic Development and Justice on Thursday to present the 2025‑2029 Strategic Plan of the Transparency Commissioner, the first such plan drafted since the institution’s creation, according to the body itself.

The document defines the Commissioner’s roadmap for the next five years and is organized into five strategic lines aimed at strengthening its institutional role, modernising its operation and bringing transparency closer to citizens.

Strategic Lines

  • Own regulatory framework – currently in draft form, to be developed in coordination with the forthcoming Canary Islands Transparency Law.
  • Methodological evaluation system – to measure compliance with transparency obligations more uniformly and objectively.
  • Human‑resource expansion and internal modernisation – adding staff, securing dedicated premises and upgrading internal processes and evaluation tools.
  • Promotion of a transparency culture – making transparency more accessible and understandable for administrations and the public.
  • Consolidation of the Commissioner’s national standing and cooperation – strengthening ties with other transparency bodies across Spain.

During the debate, parliamentary groups welcomed the plan and suggested enhancements such as greater support for under‑resourced public entities through collaboration formulas with FECAI and FECAM, and extending advisory work to the private sector.

Noelia García Calls for Independence

In her speech, García emphasized that the plan seeks to guarantee the right of access to public information and reaffirmed the institutional independence of the Commissioner as a cornerstone for objective and rigorous information access.

“Institutional independence is an essential guarantee for citizens and public entities, and it constitutes one of the pillars on which the credibility and usefulness of the Commissioner rest,” the Commissioner said in an official statement. She added that the Strategic Plan reinforces this independent stance as a key element to ensure objective, rigorous access to public information in the service of the general interest.
